Name
"Kisosaki" is a name dictated by its physical geography, the final part of a promontory running out along the Kiso River.
The Big Question
The big question is not "why isn't Kisosaki part of Kuwana-shi". No. The big question is this: Why isn't Kisosaki part of Aichi? How did Mie get control of it? It's on the other side of the Kiso River, the border between Mie and Aichi. It's just a tiny sliver of land on the Aichi-side of the Kiso River that for some reason belongs to Mie.
